Sulu State University (SuluSU) successfully conducted the Crafting of the Sulu State University 5-Year Development Plan 2027–2031 on July 15–17, 2026, at the Manila Prince Hotel, Manila City, bringing together University officials and administrators to formulate a strategic roadmap that will guide the institution's growth and development over the next five years.

The three-day strategic planning workshop commenced with an Invocation led by Assoc. Prof. Jimsiok C. Asid, followed by the Welcome Remarks of University President Prof. Charisma S. Ututalum, CESE, who emphasized the significance of strategic planning in strengthening the University's commitment to quality instruction, research, extension, innovation, production, and good governance.

The first day featured a comprehensive Performance Analysis facilitated by Prof. Buenalyn Teresita Ramos-Mortel, Professor of the College of Public Health, University of the Philippines Manila. Through collaborative workshops and discussions, participants assessed the University's institutional performance using the SWOT (Strengths, Weaknesses, Opportunities, and Threats) and TOWS Matrix frameworks. The day's major output was the Performance Analysis Using SWOT and TOWS Matrices, which laid the groundwork for identifying strategic priorities and future directions.

The workshop continued on Day 2 under the guidance of Dr. Lilian A. De Las Llagas, Former Commissioner of the Commission on Higher Education (CHED) and Professor (Retired), University of the Philippines. Participants engaged in meaningful discussions and planning sessions that translated institutional assessments into strategic goals and initiatives.

On Day 3, Dr. De Las Llagas facilitated the Development Plan Workshop, where University officials and representatives collaboratively crafted the University's strategic directions, key result areas, implementation strategies, and performance indicators. The collective outputs of the second and third days culminated in the formulation of the Sulu State University Development Plan 2027–2031, which will serve as the University's blueprint for institutional growth and sustainable development.
